2010 Mobile County, Alabama, Multi-Hazard Mitigation PlanThe public, government agencies, colleges and universities, neighboring jurisdictions, businesses and industries,and others concerned with hazard mitigation are now encouraged to become involved in the process of implementing the 2010 plan   The plan has been approved by FEMA and is pending local adoption by all of the participating Mobile County communities.

What is the 2010 plan?

The 2010 Mobile County Multi-Hazard Mitigation Plan is a multi-jurisdictional guide for all Mobile County communities.  Participating jurisdictions include Mobile County unincorporated areas and the ten municipalities.  The planning process began in March 2003 with the appointment of the first county-wide Hazard Mitigation Planning Committees to oversee the preparation of two separate natural hazards mitigation plans covering unincorporated and incorporated Mobile County.  These plans were adopted by the County Commission and all municipalities.  FEMA approved the plans in 2005, as complying with the planning requirements of the Federal Disaster Mitigation Act of 2000.  FEMA requires an approved plan for localities to continue eligibility for FEMA mitigation and recovery grant funds.  Consequently, the Mobile County EMA has been awarded FEMA planning funds to prepare this 2010 plan update.  The Hazard Mitigation Committee has been consolidated into a single organization and has been reactivated to oversee the plan development and ongoing implementation process. The Hazard Mitigation Planning Committee held its final meeting to approve the plan on December 1, 2010, and FEMA approved the plan on December 2, 2010.

  
 
What is natural hazards mitigation? 

Natural hazards mitigation is any action taken to permanently reduce or eliminate long-term risks to people and their property from the effects of natural  hazards:  hurricanes, floods, severe storms, tornadoes, winter storms/freezes, wildfires, heat waves/droughts, landslides, sinkholes (land subsidence), earthquakes, and dam failures.  Communities can take steps to prepare and implement mitigation measures for almost any type of hazard that may threaten its citizens, businesses and institutions.

Why plan for hazard mitigation? 

Hazard mitigation planning evaluates a range of measures to lessen or mitigate the impacts of future disasters and selects those measures which can most effectively meet the unique needs of each community.  For example, a community could choose to construct a storm shelter to reduce the potential loss of life in the event of a tornado.  Through a comprehensive planning process and risk assessment, 
the plan creates a unified approach among all Mobile County communities for dealing with identified hazards and associated risk issues.  It serves as a guide for local governments in their ongoing efforts to reduce community vulnerabilities.

he Hazard Mitigation Planning Committee (HMPC)  convened   ten times over the January 2009 through December 2010 two year drafting of the plan.  Meetings were held in the offices of the Mobile County EMA and were open to the public and all interested agencies.  Two community meetings were held at the end of the the final drafting stage of the plan.  The HMPC community meetings provided additional opportunities for public  review and comments.  Committee representatives participated in plan exercises and other activities throughout the planning process.  At its final meeting the Hazard Mitigation Planning Committee approved the plan and recommended its adoption to all participating jurisdictions. 

The Mobile County EMA serves as the lead local agency supporting the drafting, adoption, and ongoing implementation of the plan.  The EMA supports committee activities and represents the interests of all Mobile County jurisdictions and agencies through the Emergency Management Authority. 

The Mobile County EMA worked with the planning consulting firm of Lehe Planning, LLC, to prepare the plan with the guidance and support of the Mobile County Hazard Mitigation Planning Committee.
